The "Rooney AK?" New Chinese Tactical Type 81.
 
Chinese Armed Police units seem to have a new Type 81 variant modified with tactical gear, rails, and even an "EoTec" sight. (It is in quotes, because... well, the article's writer isn't sure if it is a legit EoTec model.)
