WWII barrel stamp question

Please send me the link if this subject has been discussed on this forum before but I did a search and came up empty. I was looking at this WRA barrel on eBay:

and was wondering about the RBLT. O.B.S. 3.2.45 stamp. The seller states it is a "rare animal" but doesn't say what it means. RBLT likely could be 'rebuilt' but what does O.B.S. 3 mean? Is the 3.2.45 the date it was rebuilt? I either haven't been a member of the GCA long enough to have seen it mentioned in a newsletter or I just flat out missed it. Can any of you gents shed some light on this for me?

You don't see them every day but they're not extremely rare. Until more information comes to light, all we know is it was an Ordinance shop somewhere in Europe during the war. The date is believed to be the rebuild date.

Remember, WRA barrels weren't dated.....

......and there is apparently no record of the rebuild stations in the Western European theater of operation. It seems logical as LtBlue states that the date is a rebuild date.

The figures on the barrel are not remarkable however, so investing an outrageous sum in it doesn't seem logical. It would also appear to have chromed pad, which would place it in a rebuild program after WWII, so it may have been through rebuild more than once. Or maybe my eyes are playing tricks on me since the pics aren't that good.

Doesn't look like it was chromed, well worn maybe.
