The Russians had a torpedo that used vented gas to rip the water apart. Small caliber for harbor defense might be interesting.
I wonder how the Coast Guard plans to deal with stealth underwater drones planting limpet mines on ships? An anonymous attack could seriously impede trade by dropping a container ship in the Jacksonville ship channel.
